Abstract

4-H Ontario conducted this study to share the importance of organizations which represent rural youth in Ontario. A detailed literature review on organizational capacity development and a conceptual framework were completed. Data collection was conducted by personal interviews with 4-H stakeholders. 4-H Ontario members were involved in a focus group and direct observation activities, as well as a mail-out/Internet survey. Results found that despite governmental cuts, 4-H Ontario successfully maintained its organization through its five year transition. Organizational change, however, has had an impact on its ability to offer capacity development. Results and recommendations were presented to assist 4-H Ontario in strengthening its capacity.
