AbstractThe recently enacted Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled does not give consideration to information distributed through information and communication technologies. It is suggested that this forms a significant limitation on the operation and effect of the Treaty and substantially compromises its utility in the digital age. The purpose of the present article is to consider the nature and effect of the omission of information and communications technologies, and propose recommendations for expanding the scope of operation of the Treaty to include digitized content so as to increase its utility for people with a print disability.
NotesThe paper defined the concept of "print disability" and puts forward the idea that existing laws need to be improved in order to facilitate this group.
