AB - <p>The early California county library organizer Harriet G. Eddy was educated at Albion College in Michigan and at the University of Chicago before moving west to make her mark under the watchful eyes of California State Librarian James L. Gillis. Invited to Russia in the mid-1920s by Anatoly V. Lunacharsky, the USSR’s Commissariat of Education, Eddy returned again in the early 1930s, having stayed longer than any other American librarian. Eddy influenced the organization of Soviet libraries by recommending a spoke-and-hub arrangement (a kind of command-and-control structure) which she used so successfully in California.</p>
