Abstract
This review article examines the creation of the first parliamentary and legislative libraries in the Atlantic world at the onset of the 19th century. One realises that these libraries, be they in Europe or in America, developed with the onset of democratic institutions. In the New World, national and parliamentary libraries were created along the lines of the Library of Congress. Elsewhere, as in Québec, historical reasons gave rise to the creation of national and parliamentary libraries.
