短期冲击建筑工程复工，中长期对湖北省基建融资影响有限
一、疫情短期冲击建筑工程行业复工节奏
（1）疫情对建筑工程行业的冲击主要集中在供给侧
（2）野外作业为主的基建工程或将率先复苏
（3）西部地区的建筑施工行业或将率先复苏
（4）湖北省内疫情不利影响：水泥建材>施工民企>施工国企
二、基建融资能力：中期来看考虑转移支付等政策托举力度加大，疫情影响较为有限
（1）财政收入虽受拖累，但预计通过转移支付调节，疫情对政府基建投资支出影响较为有限
（2）政府投资平台受益于相关政策托举，预计再融资影响不大，关注黄冈市城投
