Reasons of the Commons against reviving the Printing Act   (1695 March?)

Location:   Bodleian Library, MS. Locke b. 4, ff. 79-80 (f. 80 blank).

Description:   A copy of the objections presesnted by the House of Commons to the House of Lords against the revival of the 1662 Printing Act. These objections were delivered by Edward Clarke on behalf of the Commons during a conference on 18 April 1695. It is likely that Clarke was responsible for drafting the document, and it is possible that it was based in part on Locke’s Criticisms of the 1662 Printing Act.

The copy that is preserved among Locke’s papers is in an unknown hand, carelessly written, endorsed by Locke “Printing | Reasons of the Commons agt Reviveing the Printing Act | 95”. The manuscript is written on the first leaf of a single folded sheet, each leaf measuring 313 × 197 mm.

The original paper wass printed in The Craftsman, Number 281 (20 November 1731); in the Journals of the House of Commons, 11:305-306, and in the Journal of the House of Lords 15:545-546.

Printing 94/5: Draft bill for the better regulating of printing   (1695 March 14?)

Description:   On 11 February, the House of Commons called for a new printing bill to be prepared and appointed a commitee which included Edward Clarke. Clarke introduced the draft bill on 2 March.

The copy preserved among Locke’s papers is in the hand of John Freke. It is written on a single sheet of paper measuring 363 × 298 mm., endorsed by Locke Printing 94/5. The copy was enclosed in a letter to Locke from the College on 14 March 1695. Locke proposed a number of amendments to the draft bill.

An earlier version is preserved in the papers of William Brockman. The manuscript is written on a single half-sheet of paper measuring 362 &ries; 292 mm, folded three times (probably for enclosure in a letter). On the front of the folded packet is the title “A Byll for the better Regulateing of Printeing and Printing Presses”

Enthusiasm   [1695 April?]

Description:   A draft in Locke’s hand for a new chapter for the Essay IV.xix, “Of Enthusiasm”, for inclusion in the 4th ed. (1700). This draft was probably begun before April 1695. The marginal caption ”Enthusiasm” appears on most pages. The manuscript begins on pp. 2, 4 and 6 with a draft for §§1-4; there is an addition on p. 4 that continues on p. 5; the text from p. 6 continues on pp. 7 and 9. Pages 6, 8, 9, 10 and 11 also contain the draft for Essay IV.iii.6; on p. 6, the text of Enthusiasm appears first, but on p. 9 the other draft appears first (indicating the sequence of writing). The draft of Enthusiasm continues on p. 10-30, with the text for §§5-16; on p. 18, there is a major insertion that begins on p. 1 and continues on pp. 17 and 19. The text is crossed out, indicating that it had been transcribed elsewhere.

Description:   A draft in Locke’s hand, with the caption “Ballance the difficulties on both sides”. It it the draft for an addition to Essay IV.iii.6, “Of the Extent of Humane Knowledge”, for inclusion in the 4th ed. (1700). This draft was probably written before April 1695. The text is crossed out, indicating that it had been transcribed elsewhere.

The draft is written on the versos, with additions and corrections on pp. 9 and 11. On page 6, the draft follows the draft text for Enthusiasm, but on p. 9 this draft appears first; this draft appears to have been started after Enthusiams, but was completed before the additions to Enthusiasm on pp. 7 and 9.

Description:   A draft in Locke’s hand for a new chapter for the Essay II.xxxiii, “Of the Association of Ideas”, for inclusion in the 4th ed. (1700). This draft was probably begun around April 1695. The text is written on the left-hand (verso) pages, with additions and corrections on the right-hand (recto) pages, including a number of insertions written on p. 33. The marginal caption ”Association” appears on most verso pages; the caption on p. 30 is “Connection Association of ideas”. The text is crossed out, indicating that it had been transcribed elsewhere.

The portion of the draft from p. 32 through a point on p. 52 was published in the 4th edition of the Essay, which went to press in June or July 1699; in June or July 1701, Locke had his amanuensis William Shaw copy a version of the remaining text (pp. 52-56) to pp. 210-216, where they form a part of the Conduct of the understanding.

Of the Conduct of the Understanding   [1695 April?-1704]

Description:   MS. Locke e. 1 includes the draft text for Of the conduct of understanding. Originally considered as a new final chapter (IV.xx) for the 4th ed. of the Essay (1700), Locke left the work incomplete and disorganized at his death, although he had made a partial attempt to reorganize the text (MS. Locke c. 28, ff. 121-130). He left it to his nephew and heir, Peter King, to prepare the work for publication; King made some further attempts at reorganizing the text (MS. Locke c.28, ff. 131-138), but the text published in 1706 (in Posthumous works) followed Locke’s text fairly closely.

Locke perhaps began work on the Conduct as early as April 1695, when he worked on other additions for the 4th edition of the Essay. The text proper begins on p. 62 of MS. Locke e. 1, which indicates that the draft is for “Bk: IV C: XX” and will be called “Of the conduct of the understanding.” Before p. 62 are several drafts that would eventually form part of the “Conduct”: (1) part of the draft for “Association” that was not used in that chapter in the Essay; a version of this was copied to pp. 210-216; and (2) a draft captioned “Reasoning” which, together with a large addition on pp. 248-261, was to form a section of the “Conduct”.

Work on the “Conduct” was interrupted by the controversy with Stillingfleet in 1697. By 1699, Locke had reached p. 184 of MS. Locke e.1; pp. 182-184 interrupt the text of the Conduct with two brief additions for the 4th ed. of the Essay, which went to press in June or July 1699. Between then and the summer of 1701, he wrote pp. 184-210. The next section, pp. 210-216, was written by Locke’s manservant and amanuensis, William Shaw, who began to work for Locke in June or July 1701. This section consists of a copy by Shaw of material on the association of ideas (pp. 52-56) that was not used in the 4th ed. of the Essay. Locke continued to add additional material (pp. 216-260) for the next several years.

Locke began to work on reorganizing his fragmentary work perhaps as late as January 1704, after the bulk of MS. Locke e. 1 had been completed. The paper preserved in MS. Locke c. 28, ff. 121-138, contains the partial results of this work. At his direction, William Shaw copied portions of MS. Locke e. 1 onto ff. 121-130 of MS. Locke c. 28, forming a chapter entitled “Introduction” and one entitled “Of Reasoning”, with some additions and corrections in Locke’s hand.

As noted above, MS. Locke c. 28, ff. 131-138, were used by a scribe working for Peter King, who attempted further reorganization of the chapters “Of Mathematicks” and “Of Religion”.

Description:   This paper is written on a single sheet of paper, folded in half to form two leaves. The text is written by Locke on f. 114r; the other pages are blank, except for the endorsement “Christianity 95” on f. 115v. The title “Christianity Jun. 95” appears at the head of the paper. This date suggests that the paper was written during Locke’s drafting of The reasonableness of Christianity, but it is possible that some of the material was added later.

Midwifery notes   [1695 shortly after July?]

Description:   Notes on midwifery, in Locke’s hand, on four loose sheets of paper, numbered 1-7 (f. 98v blank). The notes have been placed with Locke’s advice and notes relating to the pregnancies of Mrs Fletcher in the summer of 1695 (ff. 92-94) and winter of 1701 (ff. 99-101). The notes appear to be on the same paper as the former and therefore probably date sometime soon after July 1695.

Guineas   (1695 August or September)

Description:   A draft in Locke’s hand (f. 47) and a copy by Sylvester Brounower (ff. 48-49). The latter is headed “Guineas” and endorsed “Mony 95 A paper written at Sr Wm Trumbulls request and given him Aug. 95 upon occasion of a paper of the Lds Comrs of the Treasury submitted to the Lds Justices 30 Jul. 95”. On July 19, Trumbull had forwarded to Locke a report from the Treasury on the state of the guinea and asked for his comments. Locke’s response here falls short of accepting the need for a recoinage. The substance of the paper was incorporated into Locke’s Further considerations.

A single sheet (f. 47) plus one sheet folded to form 4 pages, 313 × 198 mm.

Early draft of Further considerations   (1695 August or September)

Description:   An early draft in Locke’s hand for Further considerations concerning raising the value of money. The caption “Mony” appears on ff. 50r and 60r; the heading “As to recoining the Money” on f. 55r; and the endorsement “Money Of raiseing our Coin 90”. The first part (ff. 50-54) was copied by Brounower as “A paper given to Sir William Trumbull” (next item); the second part (ff. 55-61) was copied by Brounower as “Answers to My Lord Keeper’s queries”; f. 61 is a passage deleted in the transcript. Further considerations was rewritten considerably after the publication of Lowndes’s Report, but the substance of the draft was incorporated.

The text is written on letter covers (otherwise blank except for the address), approximately 290 × 190 mm. The pages (typically rectos only) are numbered 1-16, 23.

Description:   Locke’s answers to Lord Keeper Somers’s queries concerning Lowndes’s report. It consists of a cover letter (f. 70) in Locke’s hand, endorsed “Money Answer 30 Oct 95” and a copy by Brounower (ff. 71-74) of the latter part of Locke’s early draft of Further considerations (ff. 55-61), with additions and corrections by Locke, endorsed “Money Answer 30 Oct 95 To my Ld Keepers Qs”. The substance of the paper was incorporated into Locke’s Further considerations.

The copy in the Goldsmith’s Library is an early 18th-century copy made from the copy submitted, which does not seem to have survived.

Description:   A list in Locke’s hand of persons to receive presentation copies of his Further considerations, in a column headed “Further considerations concerning the raiseing the value of Money 1695 1 Edit”, on a sheet endorsed “Copys 95”. This list appears to be a fair copy, with some changes, of the previous list by Lady Masham.

The manuscript consists of on folded sheet, 310 × 193 mm; this list is in the first column on the first page.

Description:   The manuscript consists of a single sheet of paper measuring 312 × 198 mm; the verso is blank except for Locke’s endorsement “Chri[s]tianity 95” [the word “Fundam[en]tals” has been added, partially obscuring the date]. The text consists of three draft passages to be inserted in the second editon (1696) of The reasonableness of Christianity. The passages are marked with the page numbers from the first edition (pp. 65, 126, and 104 respectively) and the text of the second edition follows the drafts in substance.

Description:   This manuscript consists of three sheets of paper, signed “A”-“C” and endorsed (on the final leaf) “Christianity 95”. The sheets measure about 321 × 194 mm. The pages are used by Locke to record biblical verses (paraphrased or translated) under the following marginal keywords (in alphabetical order): Beleive (f. 95r-v); Gospel (ff. 95r-v, 99r); King (ff. 97v-98r); Life and Death (f. 100r); Lord (f. 95v); Messiah (f. 95r-v); Messias (f. 96r-v); my words (f. 95v); name (f. 95r); promises (f. 95v); Raised (f. 95v); Saviour (ff. 95r, 98v); Sent (f. 95r); Son (f. 95r-r); Son of God (f. 97r); Words (f. 95r). Fol. 99v is blank; f. 100v contains only the endorsement. The material was probably compiled in the process of writing The reasonableness of Christianity.

Lists of biblical verses   [1695?]

Location:   Bodleian Library, MS. Locke c. 27, ff. 104-111.

Description:   The manuscript is a quire consisting of four small sheets of paper, folded vertically to form 8 tall, narrow leaves, each leaf measuring about 220 × 78 mm. The text was written by Locke on the leaves from both ends of the quire: lists of Biblical verses on various topics were written on ff. 104r-106r, these pages being numbered “1”-“5”; two further lists appear on f. 106v; f. 107r contains a reference to Stephen Nye’s The agreement of the Unitarians with the Catholick Church (1697); at some point, Locke turned the quire back to front and on ff. 111v-110v wrote what might have been an outline of the early chapters of the Reasonableness. It is unclear whether the lists of verses or the outline were written first; the manuscript was most likely written as part of the drafting of The reasonableness of Christianity in 1695; the reference to Nye’s book was probably written on a blank page at a later date. There is no title or endorsement.

Description:   The manuscript is written by Locke on a single sheet of paper, folded once to form two leaves, each 309 × 207 mm. The text is written in two columns under contrasting headings: “Life” and “Death” on f. 116r, etc. The endorsement “Christianity | life 95” appears on f. 117v. The endorsement “Christianity” indicates that the notes were written as part of Locke’s work on The reasonableness of Christianity.

Christianity 95   (1695)

Description:   The manuscript is written on one side of a sheet of paper, 303 × 215 mm. It consists of three columns: (a) marginal captions, (b) textual notes, and (c) biblical references. At the top, Locke wrote “p. 6” (later deleted); the passage in Genesis covered by the first note is also discussed on p. 6 of the first edition of The reasonableness of Christianity, suggesting that these notes might have been made in preparation for the second edition (1696).

The marginal keywords are: Dust, Breath, Sleep (deleted), Forgetfulness, and Soule.

In addition to Locke’s endorsement: “Christianity | 95”, the verso contains a deleted draft of part of a legal document.

Rewards [of] life & death   (1695)

Description:   This manuscript consists of a single sheet of paper folded once to form two leaves, each 312 × 220 mm. The text was written by Locke on the recto pages of each leaf. Fol. 129v is blank; f. 130v bears the endorsement “ Fita et Mors | 95 | Christianity”. The notes on f. 129r have the heading “Rewards life & death”; those on f. 130r, “Life & Death”.

According to Higgins-Biddle, the alteration in the endorsement “suggests that at some time Locke made a conscious effort to collect together material used in the writing of the Reasonableness.

Description:   The manuscript, in Locke’s hand, is a fragment of a defence of The reasonableness of Christianity; it is undated, but may represent an initial attempt at a vindication.

The manuscript is written on one page of a folded sheet of paper. It is now found in a guardbook containing medical papers, wrapped around a quire containing notes and advice on pregnancy (ff. 93-98); the first leaf (f. 92) is blank.

Mouth Sore   [1695?]

Location:   Glawgow University, MS. Murray 416, pages 80-86.

Description:   A medical receipt, copied from a letter from Anne Docwra to Damaris Masham. The receipt was not written by Locke, but includes a brief comment in Locke’s hand. There is a marginal caption “Mouth Sore” on page 80. The receipt occurs on pages headed “95”; it was most likely written in 1695.

One of three receipts from Anne Docwra, a Quaker writer residing in Cambridge and a correspondent of Damaris Masham.
