The first six chapters (1-54) sets out the dystopia, the next chapter, The Free (55-94), is a detailed report on the fight against the dystopia. Chapter 8 (95-109), illustrates the coming of a better society through The Free together with co-ops and unions. The remainder of the book deals with the fight to keep it when attacked.
