The three acts take place in Atlantis in the remote past, on an island in the near future, and on Luna and Earth in the remote future. Atlantis is vaguely utopian, but, in the play, it is primarily the setting for a "peace conference" among the major powers of the time, which ends with Zeus's destruction of Atlantis. The second and third acts are dystopian, with another failed peace conference followed by an authoritarian regime on the moon. The play ends with the death of the dictator.
