Authoritarian dystopia. The New Zealand government in 1985 is a military dictatorship, which violently puts down a revolt. New Zealand, in cooperation with the South African authorities, institutes a pass system for Maori. The U.S. CIA (Central Intelligence Agency) and the U.S. government are involved to ensure access to New Zealand's mineral wealth and the use of New Zealand troops as needed.
