The author expects about 10% of the population to live in them. The title suggests one thing that everyone can do to help bring about change. The second edition is roughly twice as long with Part Two "Economic Restructuring" (88-136) added, which, except for a few lines reiterating what was said in the first part, is a critique of current government policy.
