In 1981, the U.S. Department of Agriculture (USDA) implemented pilot studies in 10 states to determine the feasibility and cost-effectiveness of three nutrition education approaches. California, EFNEP was chosen to study group teaching. In California, EFNEP participants were randomly assigned to three groups; group teaching, one-to-one teaching, and control.
